Every grassroots league hears the same complaint: not enough referees. Some of that is a genuine, sport-wide recruitment problem with no quick fix. But a good part of it, in practice, comes from how a league finds and matches the referees it already has, and that part is fixable.
Widen the radius, not just the pool
A referee who lives twenty minutes from three different fixtures across three different clubs is not visible to any of those clubs unless something is actually matching people by travel distance. Referees setting their own radius, and being matched automatically to any fixture within it regardless of which club posted it, surfaces people who were always available but never asked.
Make it easy to say yes from a phone
If accepting a fixture means replying to a message, finding a pen, or waiting until you're at a computer, some referees simply will not get round to it before someone else does, or before the offer expires. One tap to accept or decline, from the same device a referee already has on them, removes that friction entirely.
Lower the age barrier properly, not informally
Junior referees from age 14 are a real, underused source of officiating capacity in a lot of grassroots sport, but only if consent and safeguarding are handled properly rather than as an informal conversation with a parent at the touchline. Recording guardian consent at sign-up, rather than assuming it happened, makes it possible to actually rely on this group.
Fix the payment problem, not just the recruitment problem
A referee who had to chase a club for last month's fee is less likely to pick up the next fixture, regardless of how many new officials a league recruits. Recruitment matters, but so does retention
Bringing in new officials is genuinely necessary, but a league that keeps losing the referees it already has to poor allocation, slow payment, or an inflexible process will always feel short, no matter how much recruiting it does. Fixing the process a league already controls is usually the faster win.
