A WhatsApp group is a fine way to find one referee for one match. Someone posts the fixture, someone free puts their hand up, done. The problem is not the first fixture. It is the fiftieth, across a whole season, across every team in a league.
There is no record of who was actually allocated
A group chat scrolls. By the time a fixture is played, the message confirming who was allocated is buried under a dozen unrelated messages. If a club asks "who is refereeing our game on Saturday", someone has to scroll back and check, or just guess. There is no single place that shows current status for every fixture at once.
Nobody is tracking availability or travel radius
Posting a fixture and waiting for a volunteer works until two things happen: the league grows past a handful of regular referees, or a referee stops wanting to be pinged for games an hour away. A real allocation system matches referees to fixtures within a travel radius they set themselves, and respects the availability they have already told you about, instead of relying on someone remembering it.
There is no verification trail

Payment becomes a separate, unrecorded conversation
The match happens. Now someone has to remember to tell the club what they owe, and the referee has to chase the club if the fee does not turn up. None of this is visible to the league running the season. It is a conversation that happens outside the system that was used to organise the fixture in the first place.
It is not that WhatsApp is bad, it is that it isn't built for this
The gap is not really about a chat app versus dedicated software. It is that finding one referee once, and running an entire season of fixture allocation, verification and payment, are different problems, and only one of them can be solved with a group chat.
